But first, glad to see this mod is still alive.

So I was thinking that the monster sync would be problematic because it's not consistent and also scales to your level in vanilla oblivion. So I was thinking that it would simplify the problem if you had a mandatory mod that gets rid of the auto scaling and has more consistent monster spawns (like OOO).

Anyway just wondering if there was a reason why that wouldn't be ideal?

I don't really see a problem there. If a group of players decide they don't want scaled creatures, they'll just install the mod. If a server doesn't want scaled critters, they'll notify people to install the mod. I don't see the reason to force players to install some other mod if they don't want to mod their game or the reason to include someone else's material in OR.
Of course, since the mod is real helpful, they can include a recommendation notice near the download link for OR and inform players of the benefit of having unscaled creatures.

Fair enough.

Also I was wondering how hard it would be to create an auto mod installer so that when a server has a mod you don't it will automatically send you the necessary files and activate them (with the appropriate load order).

I can understand that this might be unreasonable, but I was wondering if it was a feature planned for some point (I recall Gary's mod having something like this).

Well that would be rather useful, players wouldn't need to hunt down appropriate mods. I'm just a forumite here with no connection to the mod itself, but I'm sure if Counter-Strike can do it, guys here can do it too. :ugeek:
Bear in mind, that all this would still be quite far into the future, though.

Automatic mod install and management is certainly in the realm of possibility. However, the feasibility is another story. There would be a constant battle over which mods are "approved for auto-download" as well as maintaining a list of mirrors where the mod files would be hosted and kept up-to-date.

Plus, most mods are designed to focus on what is going on around the player and it would be virtually impossible to sync up mod content across different zones. This is a fundamental problem when working with Oblivion due to its single-player optimizations.
Uninstallers are a lot like garbage cans without garbage bags; the majority of the garbage is removed but the stench still remains.
